Notes from the meeting that Maui Tomorrow sponsored over the Dept of Health Water Requirements for Food Stands

CONCERNS

  • Where does chlorinated wastewater go? i.e. “don’t want to dispose of it on my farm”

  • How can we create a holistic system?

    • Sanitation & Environmental arms of dept work together

  • Who has jurisdiction? Who decides what to enforce?

    • Nobody has jurisdiction over catchments unless over 25 users

  • Can use catchments for personal use. Not for sale of products. Dr. Pang would be willing to work at systems but outbreaks will always be investigated

  • How can we make catchments water potable?

    • Need treatment plant

  • How can we do food process without chlorine & do it where the food is grown?

  • Now is the time to voice comments about revisions tostate Department of Health rules

    • Laulima has spent thousands on filtration & considers his water very potable

    • Can DOH sample these waters for potability?

    • DOH needs to understand Maui more – We don’t like chlorine here

    • Having a potable water delivery truck would be a viable business. Doesn’t exist now

    • Food stands have been encouraged at all levels of govt. Last few months DOH has gotten active about “enforcement” This is not accurate, Patti stated, she was just in the neighborhood for the Laulima complaint and if she spots other new stands, her job is to stop and check them out.

  • Will Maui Dept of Water supply test water?

  • Certified water hauler required?

    • The bar keeps getting raised

  • Solutions can’t take too long or farm stands will be out of business

  • Small business outreach from dept of health before shutting people down. (esp re: new rules)

  • Water is only small part of certified kitchen

  • What is revision process so we can make suggestions?

 

ALTERNATIVES

  • Converting catchments to potable water

  • People do NOT want chlorinated water

  • Take samples from Laulima Stand

    • Can we use Laulima Stand as a template for how to change Ch. 12

  • Sample testing support at local level

  • Regulation should no dictate technology it should specify what criteria is

  • What hauling – How to get certified to start a business

    • Coming together as a community to invest in equipment

  • New technology needs to be proven with science first

  • Need provision for keeping up on system maintenance

  • Frank Cabral hauls potable water in E. Maui

  • Closed system i.e. Big Island

    • Separation between county water and catchments

  • Make it easier to find water testing labs

    • Is Maui dept of Water and UH a possibility?

      • Portable certified microbiology lab

      • Forms to help keep track of data for farmers (standardized forms & training)

      • Define a list of records that must be kept in order for compliance

  • Find HI examples of systems that are working

    • Best practices

    • Costs

    • Models

  • Rainwater catchments guides

  • Need basic education on water treatment & what is the process to get approved systems

    • U of H

  • Exceptions (like for poi) to the regulations is a possibility

    • Exceptions process

      • Go thru legislators

  • DOH needs to have a small business outreach to help the smaller farmers and stands

  • Water management

  • Centralized shared kitchens that are certified

    • Centralized water hui

  • Should not be looking for large scale hauling should look for local compliance/ filtration solution

  • National park should share their water

  • RAW food certification
