1994 Kaonoulu Ranch asks Hawai’i Land Use Commission (LUC) to reclassify 88 acre “Kaonoulu Industrial Park” from ag to urban use. Traffic study: industrial park will reduce S. Maui traffic.

1995 LUC reclassifies land subject to 20 conditions: Frontage and connector roads required; Project must be what was described to LUC.   Big box and mall complex never discussed during LUC approval.

LUC conditions recorded against the property (required by LUC) and never amended. Conditions require all successive property owners to comply.

1998 88 ac. property designated “LI,” in Kihei-Makena Community Plan. Definition: “warehousing, light assembly, service and craft-type industrial operations.”

1999 County Council rezones 88 acres “M-1 light industrial,” defined as “mostly warehousing and distribution types of activity…”

2005 Property sold to Maui Industrial Partners, LLC, subject to the LUC conditions.

2008 250 workforce housing units on 13 ac. “Kaonoulu Light Industrial Subdivision.” approved as part of Wailea 670 rezoning.

2010 88 ac. sold by Maui Industrial Partners ,LLC, (subject to the LUC conditions) to related mainland owners: Pi’ilani Promenade North, LLC, and Pi’ilani Promenade South, LLC.

2012 Maui News: 88 ac. will become retail center and largest outlet mall in the state.

Developer’s website: Pi’ilani Highway/ Kaonoulu St. intersection will be busiest in Maui County- 38,000 cars a day. Doubling, according to the new owners, when Kihei-Upcountry road built.

Mass grading permits issued by Maui County for the big box and outlet centers, not a light industrial park. No frontage or connector
roads are included.
